JFC. This "order" is written like the target audience were all at a 3rd grade reading level. They spend more time complaining about how many words were used by prior administrations to define "showerhead" than they do explaining why they have such a problem with water restrictions. How stupid do you have to be, to not understand why water conservation is important...even in places where "you have so much water, you don't know what to do with it."

Congress has no authority to pass legislation that contradicts the Constitution. The Judiciary is a check on presidential authority. Period.
