Is it an immature kestrel?
Kestrels have a wide variation of colors with such a wide range of habitat. This one specifically looks like an adult northern female kestrel to me
I would guess it's a juvenile peregrine falcon
Large birds look like predators. Small birds hide their nature in their cuteness. Do not let them fool you, if they were large enough they'd be tearing your guts out.
