As the other comment says it's because everything is so disorganized. In most cases ICE cannot even get a legit warrant and people are aware of it and of their rights, thanks to public outreach that spreads awareness. ICE is bad at their job but Homan needs to show numbers, any numbers at all.

Ever since the Bush years, the Supreme Court held that the 4th amendment doesn't apply for border crossings. And again, nobody did anything to try and overturn that.

The border also extends to 100 miles from the actual borders, so like 80% of Americans are basically permanently under the jurisdiction of border patrol.

So “interrogation” just automatically means physical violence to ICE?? Not sure if there’s a better way to read that. I doubt he coincidentally came down with a bad cold in the middle of an interrogation. Fucking thugs.
