Rod Liddle is a piece of shit, and was long before this article. He famously argued that viewing child porn shouldn't be illegal, that poor mental health is linked inextricably with poverty, how it is difficult to avoid being racist, and that we should hold elections in the UK on Muslim holy days.
Proper cunt.
That being said, poor mental health is absolutely linked inextricably with poverty.
Living on the edge of starvation and homelessness is incredibly anxiety inducing and stressful, even more so when you have others relying on you, and not seeing, or there not being, a way out is depressing. In turn, being very stressed/anxious/depressed reduces your ability to escape poverty and not having any money or time you can afford to spend on something other than barely surviving reduces your ability to improve your mental health. Similar factors, like having a strong social support network, can keep you out of both and factors that can destroy people's social support networks (like coming out as trans/queer) put you at higher risk of both.
I'm guessing that's not what Liddle was saying though. The man sounds utterly vile. Was it some sort of "capitalism is a meritocracy so if you can't cut it you must have something wrong with you (derogatory) and so don't deserve comfort or dignity" angle?
Yeah, I'm guessing it was less of a "poverty is extremely stressful and causes poor mental health, so we should eliminate it" and more of a "the poors are all crazy druggos and it should be legal to shoot them in the streets."
EDIT: Wait, you can talk?!
