Anything sourced from an individual, such as data, that can be used to manipulate them in unforeseen ways is a part of their person and should be illegal to own, trade, transfer, or delegate in any way except under the strict context of record; I.E. if a customer is recoded in a store on CCTV for security purposes, it should be legal to store that data for a reasonable about of time, only under the context of security. That data should not be used for any other purpose, delegated to a third party service, sold, or transfered to any other entity. It is the sole responsibility of the business to secure this confidential data.
Yes, the micro services internet is garbage and a powderkeg without accountability to the individual citizen that government represents. These businesses should be selling a product to businesses that have a clearly defined responsibility to the citizens woth which transactions occur. There is no such thing as anonymous data, as it has been shown that identity is easily correlated using as little as two sets of data where one is anonymous.
Each individual's metadata is a fundamental and integral part of their person, because this data can be used to manipulate the individual in unforseen and unrelated ways. Owning any such part of a person is a violation of autonomy and agency and should be legislated as digital slavery.
I was the Buyer for a retail chain for 6 years. I know exactly how important data can be, but there is absolutely no justification for the transfer and sale of this data to be used for other purposes or third parties. Nearly the same utility is available by simply monitoring the business side with inventory stock monitoring. Objectively, targeted advertising is not the purpose. None of us are actually getting relevant ads. This has never been the purpose. The data is sold to political parties and government agencies for mass surveillance and misinformation/disinformation campaigns. Ask anyone that has seen the Whitehouse classified news briefing, what you see in the media is completely unrelated to what is happening in the real world. The constant steam of political distractions; it's a denial of service attack to prevent reasonable legislation from passing and closing the loopholes that enable the oligarchy. Your data is going into models that predict how real people will react and calculate the outcome. This is why the best and brightest psychology majors all go into advertising. It was never about targeted ads; it's about manipulation in other spheres of your life that you are very unlikely to understand. Trying to explain this to most people is sadly ineffective. Your data is a fundamental part of your person no different than an arm or a leg that can be used to alter the course of your life, and is therefore encompassed under your right to autonomous agency.

It's not illegal to monitor someone's smart water meter as it's not encrypted. You can tell whenever they shower or go to the bathroom and then send them a log of their activity. It's not illegal

You can't get a restraining order unless the person threatens you. It's also not stalking under my states law.

Edit: I was under the impression that most smart meters used 4G (at least in the US)... Pretty sure it's illegal to listen to cell communications.
They use an open frequency, not the cell network. You can use an inexpensive rtl-sdr to monitor them. People do it all the time to integrate their meter with home assistant.
It's no different than looking at someone's WiFi network name.

Investigation of what exactly? There's nothing illegal about it if you don't make any threats. You could follow someone around and take pictures and notes on them too, not illegal.

Emails: Digital messages sent through electronic mail services, often containing relevant information or threats.
