Why is Turd Cruz stalking teenagers and putting them in ads without their consent?
There's no consequences. The ruling class is flaunting their status here. Cruz might not be ruling class but he's a dog on a leash and he's pissing and shitting wherever he wants because you can't do shit about it without extreme measures.
Can't the girls and their families sue, or get a restraining order or something?
This is something that is an easily proven lie that is causing harm.
And actual malice isn't even needed for defamation, unlike if it were flipped. This man is a literal danger to these girls.

To be fair, the fact that he was born in Canada was only relevant when he ran for president.
To be more fair, though, Ted Cruz is an abomination that should not be in any position of public trust given that he can only be trusted to be the absolute WORST at any given moment.

Cruz should receive whatever penalty exists for inciting violence/harassment against a minor, because that's what he's doing. Not only is he bullying teens from a position of power, he didn't even do so competently given neither cis girl is transgender.
