According to their website,

Fabrica is a six month residency for creative talents under the age of twenty five. [...] Fabrica was established in 1994[.]

So, given how long it's been around and how they describe it in the present tense, I'm going to say it's safe to assume that someone has been there. So, to answer your question, "Yes".

I was going to take the approach that if it's a place that exists and has a building, someone must have built it, and must have been there to do so, therefore yes.
