Using a stencil means they can leave their mark quickly (with less chance of being stopped), and repeat it in multiple locations just as quickly.

We have not reached the floor. I don't see mass daily protests or armed insurrection. Apparently we're all ok with this so far. When the fascists have pushed so far that people will sacrifice some comfort and safety to do something about it is when we reach the floor. Right now, people are still too comfortable.
