i mean, no, obviously. he's a soulless vampire. but his dead soulless eyes are what he feels most delicate about and the eyeliner helps him deal with that disphoria

Or maybe his soul is so dark that his eyes just always look like that, and any amount of makeup will just char and blacken and produce that effect whatever its original color.
