Apple made $36B last quarter. €500M every 3 months might just be seen as the cost of doing business in the EU.

If you make US federal minimum wage, this is the equivalent of a $54.81 fine that you have 3 months to pay

The fines can range up to 10% of global gross revenue (noted as turnover in the regulations), which is ~$40B annually, or $10B per quarter for Apple. So chances are that the EU will make it relatively cheaper for Apple to follow regulations than not to, by escalating the fee every repeat violation.
