Ok wait a minute.... Did anyone actually read this letter? This doesn't sound like a citizenship dispute... This sounds like this person is trying to get themselves identified as Jesus II. Seriously, look at this:

"i", man, son and heir of the creator is back to claim my realm, and, as you is the man who acts on behalf of the creator, and, as the creator and "i" is [now] one, we require of you to affirm our claim ...

I think this guy thinks he is God and wants the Pope to sign off on it.

After air travel became commonplace, it's hard to find notable seaworthy Catholics in good standing. Best to just go to the great skipper of the Holy See directly.
