This is even better with context.

Apparently they would put really over the top shit in the script for censors to pounce on so the off color jokes they hoped to get on the air would seem tame by comparison. Somehow this one slipped past everyone though.

Wasn't the reason that many jokes got past the censors, that Spielberg had to give his ok on all scripts and Warner just accepted that?

WB spent years courting Spielberg to make a big animated movie for them. Which is why the title screen of this and other shows have "Steven Spielberg presents" at the top, and why they accepted cruder jokes than normal.
