If the letter was for the "eyes of the CEO only" and someone else has seen it because the CEO gave it to them, then clearly it's the CEO breaking the law.
The next step is to go to the place of business and perform a citizen's arrest on the CEO.

Every time I read a sovcit passage like this, I feel like someone shrunk peak 1980's Mike Tyson down to a quarter inch tall, stuck him inside my skull, and he just spent the last fifteen minutes repeatedly clobbering my brain with power hooks and uppercuts.
