I thought the decryptor was a red herring for the audience. You think it's a bomb because they keep talking about getting blown up if it goes wrong. But in the end it's just a key for the space gas station. That's what allows them to steal fuel from the pumps. Saw explains that he put out a rumor they were going to attack the pipeline far away. He did that to distract the Empire while he went the other way and stole their fuel. By the time the cops figured out it was a false lead, Saw and the group were already hiding in a new location.
