Ah yes the sound logic of blaming everyone in a country for the actions of that country.

Applying that line of thinking to WWII Germany would mean the victims of the Holocaust were to blame for the holocaust. As that would be an offensive and moronic line if thinking I think it us safe to reject it in both cases.
