I'm gonna cackle if this turns out to be a five-d chess move from the Qataris to make sure they can kill the US president whenever they want.

the Qataris, just like all the other gulf monarchies, depend on the US for military equipment. These are massively unpopular regimes that are only standing due to their police repression which is armed to the teeth with US equipment. They trade oil in USD for this.
