PeerTube would come to mind. It's open-source, decentralised, self-hostable and federated, especially ideal for community videos and educational content.
Another would be LBRY, which is not federated but better suited for social stuff, and for monetisation (though has no DRM), has anonymous comments. It still censors a bit, though, and has some unsavory users.
Those are the only two free decentralised ones (that aren't just frontends of YT) that come to my mind. I wouldn't include Odyssee, because that one is freemium.
As for non-federated ones, Vimeo would be well-suited for filmmakers, freelancers and companies.
Another non-federated: for an overall "closest to Youtube as it was in the past (less shitty)" experience, Dailymotion would be the one to go to. Due to the similar model, imho it's still similarly vulnerable to enshittification, but it's close to the old model.
