The problem is that civil unrest can also serve as an excuse for massive violence against the people. Hence the decision to repel them using rotting fruit instead of firearms

Yeah, I think that was the purpose of the whole "raid" this time. They're really hoping to incite a riot that makes them look useful in propaganda rather than like a colossal waste of taxes that reveals the recent HR Bill as the grift that it is.
