Wdym? whats wrong with GIMP
They've been trying to get the GTK3 version of it for like a decade, and now that GTK4 is out, they're finally getting close to it (but still not out yet).

taking some inspiration from krita is a good first step

inkscape is vector based. krita is focused on painting iirc, but can do light editing really well ime.
Pinta is alright too
Memes will be 10% less funny when editing them using GIMP, because of the missing CMYK color modes.
CMYK is for paper only, I think?
Yes and artisanal memes are printed using an offset printer, Pepe the Frog especially grows on you when set using CMYK.
