If the "president" can bypass Congress to withhold then there is no reason the state can't bypass Congress to withhold.

The state can impose fines, or whatever else they see fit.

What the president is doing is outright illegal.

By remunerating his regime through federal taxes, corporations are essentially funding a criminal enterprise.
