Literally not based on any existing law, just "I don't think the president should have to worry about whether things are legal"

Meanwhile I’m very firm in the belief the president should worry their actions are legal or at least defensible in court. If they need a lawyer in their cabinet so be it.

As an elected civil servant, if something is legal should be only one of the things the president should consider before doing anything.
