Many wikis of works of fiction have this policy. The idea is to use the same tense everywhere as it decouples the fictional timeline from our time. Since a story takes place over a period of time, there is no singular in-universe 'now'. For consistency they choose to write everything from the perspective of an observer in the far future.

I've heard this before and I honestly find it so irritating to read that I avoid wikis that do it. I'm not saying that's rational, but it's a real thing.

If you're going to enforce a tense, make it present (but honestly don't enforce a tense, it's very awkward to read).

Will given that Doctor Who is literally about time travel, I think they should fuck with the system by having completely inconsistent tenses in every article.

Heck, have it change several times within the same article!
