Most common stimulant drug after caffeine
It says "most frequent stimulant seized", I doubt much caffeine is being confiscated!
Well, technically it is for customs purpouses

And Tobacco. Greece smokes like a chimney. Pretty sure Turkey isn't far behind.
And sugar?
Sugar highs are not actually supported by science.
Although, at some point you get into murky territory about what defines a drug, that's true. Relevant XKCD. I'd say in this case the social understanding that achieving a change to state of mind is the primary goal of a practice is enough.
