My brain first interpreted that to mean that, at a certain level if bigotry, one must pursue some form of education to fulfill the prerequisites of increasing bigotry further. Like the Bigotry Police show up stating "We're sorry sir but, you can't apply for the position of Grand Wizard until you've finished at least three semesters in upper-division Xenophobic Studies.
