Latest move to tighten regulation comes amid soaring use of algorithms for content recommendation, e-commerce and gig work distribution

Tech operators in China have been given a deadline to rectify issues with recommendation algorithms, as authorities move to revise cybersecurity regulations in place since 2021.

A three-month campaign to address “typical issues with algorithms” on online platforms was launched on Sunday, according to a notice from the Communist Party’s commission for cyberspace affairs, the Ministry of Industry and Information Technology, and other relevant departments. The campaign, which will last until February 14, marks the latest effort to curb the influence of Big Tech companies in shaping online views and opinions through algorithms – the technology behind the recommendation functions of most apps and websites.

System providers should avoid recommendation algorithms that create “echo chambers” and induce addiction, allow manipulation of trending items, or exploit gig workers’ rights, the notice said.

They should also crack down on unfair pricing and discounts targeting different demographics, ensure “healthy content” for elderly and children, and impose a robust “algorithm review mechanism and data security management system”.

Tech companies have been told to “conduct in-depth self-examination and rectification to further improve the security capabilities of algorithms” by the end of the year.

O militar foi alvo de operação da PF deflagrada contra um grupo suspeito de planejar o golpe — ainda muito antes da atual fase, com indícios de tentativa de assassinato de Lula, Alckmin e Alexandre de Moraes. À época, a corporação também cumpriu mandados de busca contra o ex-presidente Jair Bolsonaro.

Tenente-coronel desmaiou durante operação da PF que tinha ele como um dos alvos. Segundo informações do site Metrópoles, o militar passou mal no momento em que agentes batiam à sua porta e ele precisou ser socorrido às pressas.

As operações do Batalhão de Operações Psicológicas têm relação com atividades de inteligência do Exército. O batalhão é conhecido internamente como Op. Psc. e é um dos batalhões do Copesp (Comando de Operações Especiais do Exército, os kids pretos).

No descritivo do curso para fazer parte do batalhão, há disciplinas relacionadas à informação, como guerra cibernética, comunicação social, inteligência e guerra eletrônica.

A ideia é usar formas não violentas de atuar em um cenário de conflito ou guerra, de modo a exercer influência na emoção, opinião e atitudes de um grupo.

No Brasil, o termo, "operação psicológica" refere-se a ambientes de paz. Já o termo "guerra psicológica" é usado em cenários de guerra.

Um dos casos mais recentes de operação psicológica foi a exercida pelo Brasil durante uma missão no Haiti, entre 2004 e 2017. Lá, o Exército precisou ganhar o apoio da população para promover a pacificação, após a deposição do presidente Jean-Bertrand Aristide.

Taxes on alcohol accounted for 1.7% of Japan’s tax revenue in 2020, down from 3% in 2011 and 5% in 1980.

There was a particularly steep decline in beer consumption, with sales volume down 20% to less than 1.8bn litres.

As a shut in with social anxiety and very introverted I'm wondering how to find friends now that I got better. Basically starting from zero since I know nobody in my city so I'm wondering if someone has some experience with finding friends as lonely anxious introvert and just how other people find friends.

Over the next year or so, we're looking to replace our wood floors, all the base boards, all interior & exterior doors, and door trim. Since the wife and I both work full time, we're thinking we'd focus on one at a time, and do it slowly over a few weekends and evenings. Is there an order that would make things easier? Like do floors before baseboards or vice versa? Is it even worth doing things one at a time?

Meta’s in-house ChatGPT competitor is being marketed unlike anything that’s ever come out of the social media giant before: a convenient tool for planning airstrikes. “Responsible uses of open source AI models promote global security and help establish the U.S. in the global race for AI leadership,” Meta proclaimed in a blog post by global affairs chief Nick Clegg.

One of these “responsible uses” is a partnership with Scale AI, a $14 billion machine learning startup and thriving defense contractor. Following the policy change, Scale now uses Llama 3.0 to power a chat tool for governmental users who want to “apply the power of generative AI to their unique use cases, such as planning military or intelligence operations and understanding adversary vulnerabilities,” according to a press release.

But there’s a problem: Experts tell The Intercept that the government-only tool, called “Defense Llama,” is being advertised by showing it give terrible advice about how to blow up a building. Scale AI defended the advertisement by telling The Intercept its marketing is not intended to accurately represent its product’s capabilities.

Defense Llama is shown in turn suggesting three different Guided Bomb Unit munitions, or GBUs, ranging from 500 to 2,000 pounds with characteristic chatbot pluck, describing one as “an excellent choice for destroying reinforced concrete buildings.” Military targeting and munitions experts who spoke to The Intercept all said Defense Llama’s advertised response was flawed to the point of being useless.

Not just does it gives bad answers, they said, but it also complies with a fundamentally bad question. Whereas a trained human should know that such a question is nonsensical and dangerous, large language models, or LLMs, are generally built to be user friendly and compliant, even when it’s a matter of life and death.

Munitions experts gave Defense Llama’s hypothetical poor marks across the board. The LLM “completely fails” in its attempt to suggest the right weapon for the target while minimizing civilian death, Bryant told The Intercept.

Israel's government approved on Sunday a proposal by Communications Minister Shlomo Karhi that mandates any government-funded body refrain from communicating with Haaretz or placing advertisements in the paper. The proposal was approved by Prime Minister Benjamin Netanyahu.

The decision, according to the government's explanation, is a reaction to "many articles that have hurt the legitimacy of the state of Israel and its right to self defense, and particularly the remarks made in London by Haaretz publisher, Amos Schocken, that support terrorism and call for imposing sanctions on the government."

The proposal did not appear on the government's agenda published ahead of the weekly cabinet meeting. The Attorney General's office, unaware of the intention to bring the proposal to a vote, did not review it at all and did not present its opinion, as customary. The resolution was presented to ministers during the discussion without any legal opinion.

In a speech at the Haaretz conference in London last month, Schocken said "the Netanyahu government doesn't care about imposing a cruel apartheid regime on the Palestinian population. It dismisses the costs of both sides for defending the settlements while fighting the Palestinian freedom fighters, that Israel calls terrorists."
