Heartbeat bills don't actually cover a heartbeat. They cover electrical signals that are not a heartbeat, but they can be detected much earlier.

An actual heart beat can be detected around 17 to 20 weeks. Heart beat bills kick in at 6 weeks when there is no heart yet. It's not even a fetus until 8 weeks. You have to deny all the science to pass these laws.

I think you have to take it within the context of when it came out. CoD4 and Mass Effect came out 9 years later. There wasn't anything like HL in 98. Enemies that talked to each other and flanked you? Unseen before. Does it stand up to games now? We've learned so much since then. But I think you'd be hard pressed to find a modern shooter that didn't trace its heritage back to HL.

The phrase predates the band by a few hundred years, so probably unrelated.

It appears the band became known slightly after this comic, but there is some overlap.
