I heard a theory recently that the Ukrainian government may have lost control of the army and can't get them to come and defend the cities

their military folded because the US plan for their military was for them to fight to the death and lose. Also the US appointed friendly officials who were so corrupt they just made up army regiments and pocketed the pay
