Edit: Did more digging on the site and found the dress
So the site I pulled the image from called it a pinafore dress. But most of the results I got were pinafore aprons or Western pinafore dresses missing the pleated skirt. A lot of the cosplayer stores I looked at focused on the much more popular sailor style.
Now that I have been freed from the shackles of my mind, I am on quest to pursue the desires that have been hidden from me. I have been obsessed with getting this for my new feminine wardrobe. Not a weeb thing, just think it looks cooool. Where can I buy, or do I need to beg my sister to help make it (she's never sewn clothes).

Sounds like we need to remove the need for sidewalks. Rip up all the roads in the city and replace them with green space. Problem solved
