That was the original meaning. Eventually, it evolved into “some change is inevitable and desired, but we'd like to do it gradually while preserving most traditions”.

Now it seems to be evolving back.

Conservatism, in the original sense of the word, wasn't such a bad political ideology. It used to mean a desire reforming the current norms through gradual change and evolutionary measures.
