The goal of the Democratic party isn't to win, it's to coax out money from donors. They don't care if they get into office or not. Actually they probably prefer when Republicans win because they get more money out of it.
The dems do more than that. They play an important role in normalizing and solidifying the policies put in place by republicans

I assume the plan is to lie cheat and steal however they have to in order to scrabble their way back into power, only to do more Nothing if that's achieved.
