it is, assuming they miscalculated because they were just going off of the shape rather than the surrounding tiles.
It's clearly missing 1 big misshapen tile.

Just take the two missing tiles that jut out on either end and swap them with the two corners that have tiles.
3 x 4 = 12, easy.
2 T-tetrominos + 1 I-tetromino = 12 ~~blocks~~ tiles
Ah... unless the tiles are 2x1 though!
