I have yearned capcut pc for a year or so now, and ever since they patched the free method, its been a pain to manually edit subtitles in premiere.

If you guys can suggest any auto subtitle with great customization and how the method to get it for free (obv)

Or just capcut pro would suffice.

This may not be the answer you're looking for but Plex finally added the feature to set subtitles to be on if the audio is not in English. Previously you had to turn subtitles on for every episode individually, couldn't even do it per show.

I watch with VLC on Android which has a built in downloader.

Not sure what you are using to stream, but bazarr, part of the *arr suite is working great for me https://www.bazarr.media/

What are some good free providers besides OpenSubtitles? I recently migrated my library and I'm hitting my daily limit filling in what I'm missing.

In my bazarr I have setup Betaseries, yifi subtitle, sous-titres.eu, tvsubtitles, supersubtitles and wizdom.xyz

I think OP is asking in relation to software for content creation, not for downloaded media.

This. It takes a little bit of setting up but once you do you will just always have the correct subtitles in whichever languages you choose.
