Why is there such a big dip in lead levels at 40.
To explain the graph. It's a graph of people's childhood lead levels based on how old they were in 2015. Someone who is age 40 in 2015 would have been born in 1975. Each color on the chart represents percentage of that age group, which had a certain level of lead present in their blood as a child.
The reason for the high childhood lead exposure is probably explained by the use of leaded gasoline. Leaded gasoline started to be phased out around 1990. Leaded gasoline was banned in the US in 1996. As you can see on the chart, someone who is born in 1995, would be 20 in 2015 and it shows that less than 20% of people born in 1995 had childhood lead exposure.
Lead exposure to children causes permanent brain damage, which can lead to behavior problems later in life, including impulsivity and aggressiveness. What I am implying is that people born before 1990 inhaled lots of leaded gas exhaust and now they have behavioral problems as adults because of it.
A 2015 study found that half of all living Americans had been exposed to medically concerning amounts of lead as children and I'm thinking it meant mostly Gen X and Boomers.

They started to phase in unleaded gas in 1975 but I guess it had started a couple years earlier, not for health concerns but because it damaged catalytic converters.
