There are Okinawans who protest the military bases every single day, you gotta pass them to get on and off the base. And when something like this happens you get an absolutely massive protest wave that military chuds and the Japanese government just ignore - american troops cope about it by saying that the Okinawans have "professional protesters", but the Japanese government ignores it because they pretty much view Okinawa as a dumping ground for things they don't want including US troops.

US out of Japan, Japan out of Okinawa.
