WISE is a secret service group that is devoted to maintaining peace between Westalis and Ostania. Little is known about the organisation, but we do know of a few members. Such as Franky Franklin, the scruffy haired informant and Sylvia Sherwood, the Handler that directs their secret agents. We also know a few agents and their code names, those are Twilight, Daybreak and Nightfall.

Correction

Um actually ... Daybreak is not a WISE agent. He is an Ostanian spy which took on the codename as he view himself as a rival to Westalis' Twilight, and he was tasked with sabotaging Damian's results.
