DDE is hardly a "tourist". He spends 2 weeks a month in California, where he stores most of his Canada registered exotic cars that are usually modified to have louder exhausts and shoot flames from the exhaust pipe.
Him getting exhaust volume tickets makes sense, sort of, but he has been previously ticketed for not having a California driver's license when he is not a resident and does not need a CA license to drive there.
