There's an issue at my workplace with constantly changing specs, or no specs at all. Or clients asking for changes but no one really knows what they want.

We probably have like 3x as many business people than devs and the process to get specs set in stone and delivered on time seems impossible.

Wow, that sucks. We get pretty clear specs, designs, etc, and while we get surprises here and there, it's usually manageable.
