The Congressional Budget Office has estimated the project could cost as much as $831 billion over the next 20 years.

I'm surprised it's so low. I was expecting on the order of $1.5T.

That's because you have realistic expectations.

If you've ever read his book (I have), The Art Of The Deal is just lying to secure a contract. Say whatever needs to be said and change the agreement after the fact.
