it's it a real progress, something we can see in computers soon? or something that will likely never leave the lab?

As the article notes, they’re already working on scaling up production using existing fabrication platforms. Given that chip independence is a major goal for the government, you can also assume these sorts of projects will have effectively unlimited funding.
