I've had little kids go through my stuff before and my reaction wasn't to assume they're stealing, but curious about a bag and what could be in it. I've probably done the same when I was little.

This fuck just wanted to call a little boy the n-word and then go "I'm not touching you! I'm not touching you!" to provoke even more reactions.
