The CEO.

Spent hours weekly on random blank agenda meeting invites to bully employees. Assigned tasks to one employee and then secretly to another, to pit them against each other I guess? Spread false rumors of employees ("that one employee doesn't like the other"). HR had received multiple bullying reports but wouldn't or couldn't do anything. Apparently also racist, looking for "ethnic qualities" to fit outsourcing (and underpay) needs.
