Bottom 40% should be expanded to the number of people in billions for this statement to have the proper effect.

Here's a close estimate. The US Census Bureau projected world population of 8,092,034,511 on January 1, 2025, fairly close enough yo their December comment.

40% would be 3,236,813,804 people. Compared to 15 people.
