You seem to confuse declining service catered towards Dutch citizens living abroad with isolationism. I'm not sure what the reasons are that this level of service changed, however it isn't isolationist policy.
Wilders is certainly isolationist, he changed his time post Brexit and doesn't bring nexit up anymore, but I wouldn't trust him on that. However the current administration is not isolationist and mainly pro eu.
All I know of Dutch people living abroad (in France) is that most things are generally quite well arranged. Certainly compared to pre-eu standards. There's a lot of bureaucracy, but that's navigable.
But I'm sorry you experience things like you do maybe it's worse in Germany?
