They're called taco trucks. Or if you're really lucky, clearly unregulated pop-up taquerias that operate from like 6-10pm outside hardware stores and cheap grocers. The one near me also has a rotating cart: sometimes a frutera, sometimes tamales, sometimes elotes.
Man, I would kill for some nice cheap taco trucks around me, I used to live in an area with a decent Latino population. The trucks and restaurants we so damn good and affordable. I kinda moved into a food desert. There's no lack of places to eat, but they're all just low-value, high-price trash.
