Because Lizardfolk are an evolutionary peak of reptile genetics, whereas dragonborn are an off-shoot of draconic lines; one is a culmination of several key aspects in a single group, and the latter is a hereditary scraping of the barrel.

Tbh you guys are comparing a blade of grass to a tree from an endangered species and complaining that the tree is stronger.
