Yeah but staff requires payment and if society collapses. That means money is worthless so it falls back to biggest person with the biggest weapon gets your stuff. So his head of Security now runs the place.

If it were that easy, his head of security would have already killed him and disappeared with $100m.

You do it like all dictators have done throughout history. You have several security guards each watching the other. It requires all security in agreement to overthrow the dictator like the Praetorian guard in ancient Rome.
