I wouldn't say so, it's a sub culture based around music that grew out of Punk. People in that scene aren't any better on the subject of fascism to be honest, Siouxsie Sioux wore swastika armbands and Rozz Williams owned a suspect amount of Nazi memorabilia. Not claiming that represents the music and the target audience in it's entirety but I don't think we should ignore the fact that it's no more immune to bigotry than any other predominantly white and western space.
People cut that shit out in the mid 80s at the latest. Punk is generally alright in the anti fascism area, the exceptions are few and far between and hated by everyone else. Goth and Industrial have had a LOT of cross pollination and id say generally to the detriment of both genres and Industrial music is near black metal levels of needing to research artist's politics.
