Well, its immoral but there is no law saying its not allowed, and a basis of democracy is that everything that isn't forbidden explicitly is allowed.

Consuming alcohol in undesignated public places is illegal.

Public intoxication is illegal.

A building that belongs to the government is by definition still not the public, as the public is defined differently, otherwise people could drink outside in a visible garden/private road/sidewalk wich is not government property.
