I wonder if the whole point of the mineral deal with Ukraine was to create a new cassus belli

I was just thinking about how tricking investors into putting money into mineral rights and privatized state assets in already lost territory is someone's money printing scheme. Just like the insurance payments for the factories that get blown up there.
