Why will some users downvote everything OP posts, even if it's innocent? (thelemmy.club)

I'm not talking about troll posts, but like innocent posts that always have 1 or 2 downvotes on every comment they post. Is it someone disagreeing or just a downvote troll?

There are people who will act out by down voting everything you post if you upset them. Possibly the person making the innocent posts responded to one of the down voters previous comments in a way they didn't like.
